In the state Duma do not see “anything terrible” in the law Spring”
“The law Spring” needs to improve, but the requirement to store companies data of Russians there is nothing to worry, says Executive Secretary of the state Duma Commission on strategic information systems Andrey Chernogorov. His opinion he shared in an interview with Life.
“Many operators store user data,” he said. For example, in social networks you publish photos and other content they have, all this information is stored because it is user stories. As well as in the mail have a history of all emails. There is nothing to worry. Only not so it was necessary to approach this issue. First, for a start could be to define classes of data: some store for three years, some annually. Also prescribe the procedure for their removal. Here’s what to do if the company leaves the market? Closes any service, to whom it needs all this data to transfer? Or delete?”
According to him, the anti-terrorist amendments pursuing good purpose, such as combating terrorism, but the features of the regulation needed to discuss with the relevant committees of the state Duma. Montenegro noted that none of the relevant Committee was not connected to the discussion.
Companies store all user information, said the head of the analytical center Zecurion company Vladimir Ulyanov, but use it solely for commercial purposes.
“Internet companies pursuing their commercial interests, and gather information needed to monetize the services that they offer. If we talk about social networks, then there is going to, than the user is interested in what he can offer to make on this,” he said.
While the state need this information from the point of view of protection from terrorists, says Ulyanov. “You have to understand that companies involved in data collection now, it’s interesting. First, they will be forced to give to the authorities information, and then there is a conflict of interest, because there were already cases when users went to the services when it became clear that the company collaborated with the secret services. Users in General is still negative in this regard. The second point is technical: the company is now decide what information they want to receive and what to erase to make room. And then the law need to follow strict criteria,” he said.
According to experts, the law is primarily beneficial to the companies involved in data centers and data storage. This market could grow by hundreds of percent in the next three years, he predicts.
In June the state Duma adopted a package of anti-terrorist amendments, according to which from 1 July 2018, the Internet companies must store data about the facts of transmission of information in the course of the year, and the actual content — up to six months. While the operators will store the data about the facts of reception and transmission of messages and content for three years, the content itself is also up to six months.
