The Russian government, namely the Ministry of digital development and mass communications (Minifra), the Central Bank of the Russian Union of motor insurers (RAMI), the Ministry of Finance and the Ministry of interior, has prepared a draft, in which the drivers of Moscow, St. Petersburg, Moscow and Nizhny Novgorod regions and the Republic of Tatarstan will be able to register the accident in a special app called “Helper insurance”. Its developer is the Central Bank.

To this end, the owners got in an accident cars will have to comply with several conditions. First, come to agreement about how exactly the accident happened. Second, install “App CTP”. Thirdly, register in the unified system of identification and authentication of the portal (ESIA).

The process of registration of road accident will be very easy. The program to fill in part of the data drivers, borrowing them in the ESIA, and the location will be determined automatically. Motorists will only have to describe the details of the incident and the insurance policy number. Then both parties will compare versions and confirm their authenticity by electronic signatures. If everything goes smoothly, the AIS OSAGO will get an electronic notification of accident, and drivers will get its ID number.

If the proposal is agreed, the experiment will last a year, but while talking about it earlier: right now the creators of the project argue the legal niceties and the need to amend existing laws to bring the initiative to life.
