The text of the bill they are called “organizers of information distribution in the network, so under the effects of Spring package” potentially fall news portals, email services, social networks, instant messengers, forums and even online shops. All of them will be obliged to retain information about the transmission and processing of text messages, images, sound files and videos users. Intelligence agencies will be able to access this data if required for investigation or national security.

The item obliges operators to store all records and correspondence users are preserved from the first version of the bill, which the state Duma adopted on 13 may. Initially they were to store this data for 3 years, but in the new version, the term was reduced to six months. At the same time, operators will have a period of three years to store information about the fact of receiving or transmitting data.
